Is overall tire diameter measured with full tread or??? And what does bare tire weigh?

Hightower, the Super Swamper 39.5x15.00R-16.5LT, TSL Bias Tire is measured at full tread so it will be 39.4" when it gets to you. The tire weighs in at 92 pounds. Hope this helps!
