L, the Rugged Ridge Headlight Bezel Set is just the bezel set. It does not include any additional hardware.

Do I have to remove headlight first to install bezel?

Hi Joan! No, you don't need to remove the headlight first to install these bezels. In fact, you can't remove the headlight without first removing the bezel!
