Human ATM, The Tailgate Lower Seal OAI12305.03 has 3m adhesive tape on them, You just peal back the red tape and adhere to your vehicle! It is a very simple fix! Thanks for your question

I have a 1995 YJ Rio Grande. Is this seal the one that slides into the rear soft top window and locks into a groove above the tail gate to seal the top of the tailgate?

Hi Bill No Liftgate to Tailgate Seal is for a hard top. You would need a new bar kit BST288.76 that is a special order. Thanks

Does the seal come with the necessary clips to install it?

Justin, this Omix-Ada Lower Tailgate Seal includes the push in stems (attached to the moulding) that will go into the holes around the tailgate. There are no other "clips" included.
