The top fits nice but the description describes the top must be down, but also ALL the softop tubing needs to be removed otherwise the rear sides cannot be attached to the railing on the sides There also forgotten to mention that there are two 1 inch holes in the top-side of the cover, for installation of a wire-lock as Smittybilt replied. and there is rain getting into the interior true here, why not manufacture these holes on the side or cover the holes with some fabric?

Hello! Yes, this cover will fit just fine when the Jeep is topless! You may have some slack, but you can adjust it once the cover is on.
